Email Notifications When Conditions are Met

Hi,

I have admins that function as community managers. When new members create accounts with us, it is a Community Manager's task to list them as a new member and when new members are promoted on our forums it is the Community Managers job to change their rank on our Discord. 

What I'd like to know is if the following is possible:

1) Set things up so that our community managers receive an email every time a new member registers

2) Set things up so that when forum users are promoted in rank, our community managers receive a notification email.

If so, please let me know how.
