Is there a place to get affordable (really really cheap) help with setting up the site like i want it?

I'd believe it to be pretty basic stuff, like creating a better looking page for articles (grid style), helping out with picking the appropriate (if any) extensions and setting up user permissions. Also any good ideas and feedback would be appreciated, as i am really new to all of this. The presales description sounded so good! but i am having trouble making the site look/feel as good
