Filter attachment filenames?

Is there a way to filter uploads that contain a specific word in it's filename? I would like to prevent members from uploading an attachment when the filename contains a word I have a filter for.

Specifically for uploads in IP.Contents app. When uploading an attachment to an article.

I am interested to doing a plugin for customize the attachments page, some filter by app, custom (author, date range, title, location) but not at this time
