Clicking on validating ip addres

When clicking on a validating members email address I get this error--

The page you are trying to access is not available for your account. To configure who can access which areas of your site, go to Admin CP → System → Applications.

 

All permission have been set for the "Applications" for me as admin, so why does this not work?
