Add prefix to beggining of topic title. Where and how?

I can see tags a prefix in a few places but where and how do i set prefixes for users to use. 

I basically want users to be able tp select from 3 prefixes when they create a topic in on certain area.

Want, Sale and Sold. When users are creating their topic they can select one of these and it shows a the beginning of the title to show all members if it is for sale post or a want post.

You can set up "preloaded" tags for people to use and see in a drop down when typing in the tags area. This would require I think the closed tag system. I recommend this mod for something a lot more dynamic:

You can also require a prefix be chosen in whatever forum and choose which ones show.
