Advertising Tag in Blocks

Despite what can be read on the Creating Advertisements Guide simply adding the ad tag only results in the tag being displayed as text instead of the ad showing. Is the guide misleading? Is there a way to enter the tag that works or do I have to go template diving?  I tried creating a custom block but I get the same thing. (yes I am using the correct "KEY")
