Pages: Allow usergroups to use the live meta tag editor

Hi,

With the help from the support team, today I discovered the "Meta Tag Live Editor", which allows us to edit the keywords, description, and other meta tags from our pages. However, this feature is only available to admins. This is an issue for us, as we need to allow the users who post the articles to edit those. I see two solutions that could be implemented:

1. Allow us to configure which user groups would be able to edit the meta tags and add a link to the live editor somewhere at the front end.

2. Display the meta tags as editable fields when editing an article.

Because nowadays, an admin has to manually add those after an article has been inserted, creating unecessary extra work for us.
