Those are subforums, simply create a category forum, then add a discussion forum to it.

I've already created that. I'm sorry as my question was not clear, I'm looking for HTML structure (styling) to be same as in the reference image.

You should get the same with the default theme, they use a max width of 1340px (which again is the default them).

But it may depend on how long the titles are and your screen resolution? Someone with more experience should be able to help.
