Moderator not allowed to give reputation

Hi,

A moderator told me he saw this message : "You are not allowed to give reputation to this user." when he wanted to give a like to a user (on topic view).
But the like worked.

Could you tell me in which case this sentence is displayed : "cannot_rep_user" ?
