[4.1.13] Translate Time

In the release notes for 4.1.13 it states:

The placeholders that display on date/time inputs (e.g. "HH:MM") can now be translated.

Does this mean we can now use a 24 hour clock throughout the site? If so, any ideas on how this is done?
