commerce conversion rates are messed up

Anyone have a solution to the current Commerce conversion rates.

I currently use the Points Economy along with commerce for one product I have.  I want 1 USD to equal 1000 Points.  So for example a $10 item would cost 10,000 points but that doesn't seem to work.  To make it work I have to enter in USD * 10000 to get the conversion to work properly.  

I also noticed today that when someone used their points to purchase a item that should have cost 15,000 points, they were only debited 10,000 points.  

Does anyone have any insight into this?
