Bottom... nav bar thing?

So, I was wondering if it'd be possible to code up a little thing that appears in the bottom right of my website and has a few different things which bump out when you click them.

For example, Enjin has that little thingie. I could manage coding the fontawesome icons, even working with the embeds and IPS side of it- I'm just wondering if something like this is possible.

If it is- I'll probably start messing with it and maybe release it on the Marketplace!
