Can't modify sidebar?

Hi I was on 4.03 upgraded to the latest version and on the right sidebar what was feature topics and latest topics just says Topics and has the latest topics twice.. Also I see no way to edit it, I used to press the arrow on the left and be able to drag across different sidebars but now that is no longer their. Can someone tell me how am I supposed to get rid of having two sidebars the same and where I can edit this stuff now?

well the way explaining is the correct way if have cross near widget then click that.
