Gallery moderation issue - moving images to another album

There is a cat xyz  and members can upload images in cat directly or by creating album...

 

Case - members have uploaded images  in Cat    directly

To do :  Admin has to create an album with his name and move images in the new album 

Step 1 : Admin can sign in as a user and create a album with his name

Step 2 :  login as admin and select teh images to move....

The problem comes here - It shows albums only created by admin

Question - How the admin can move images ?
