How to enable dev mode in 4.0.13?

I've try just now with:

define( 'IN_DEV', TRUE );

in constants.php (on the top, just after <?php ) - but... oh, i receive an internal error 500:

work again if i set to false.

 

is a bug or my error?

 

i want try to make my first ipb plugin....

You have to upload DEV files:

This is kinda personal. I prefer to work on localhost, it's faster.
