Cannot modify user groups or add new groups

So I am currently setting up a 4.0 forum which has a database from vbulletin5_connect converted to 3.4.8 and then upgraded to 4.0

I have come across two issues, another which I posted a thread about earlier today in which I was not able to add content blocks. https://community.invisionpower.com/topic/419605-cannot-create-custom-blocks-in-ip-pages-40/

I have now come across a new issue in AdminCP when I go to Member Groups and try edit a member group or add a new group. I get "EX1048 Something went wrong. Please try again. "

Does this mean my database might have errors from the conversion? Anyone know how to fix it
