Field Type Address - Drop Down States not from USA

In IPS 4 we have the address field.

If we choose USA, a state drop down menu is show. But if we choose another country the drop down menu gives it place to a input text field.

How to add states to other countries?

And how to set the default country (built in settings is for USA as default).

Support told me that's not possible on 4.0.12.
