Can't add widgets

I'm using an old upgraded install and for some strange reason, I do not have the ability to use the front-end widget manager. From what I can see in the database, my account has super mod & admin privileges so I'm a little puzzled as to why I don't see this feature. Is there a switch somewhere to enable this?
