Following files in IPS Extras or Marketplace, and no notifications when updated, can you add this to files (Downloads) and articles (Pages)?

I'm following this file with notifications on and it was updated July 13... no notification... I think the notification system needs some changes or what is the point in following these? The point for me to follow is to know when it's updated. Same goes for updates to Release Notes, so articles and files should have this ability. Thanks

I think records and files need an "Include edits" setting since most are updated to include new and updated content instead or replying. I think that's what it is. I am following these files for no reason apparently, they do not have replies, just updates to the original which does not send any notification. But they include things like change logs which should.
