Timezone settings - members and site ?

Just where and what are the timezone options for version 4 ?

is the site  timezone linked to the locality choice in the language setting  or is it always by default UTC ?

if UTC by default then is there any way to change it ?

 

I can edit as admin the timezone or timezones detection methods for individual members via the acp members table

but members can't choose  themselves their timezone or method ?

is that right?
