Images, CSS and JS URL setting in 4.x?

I'm trying to get my forum up on maxCDN.  As you can see on this tutorial I need that setting: https://www.maxcdn.com/one/tutorial/invision-power-board-cdn/

It's completely different on v4.

You go into System - Files - Storage Settings and create a new storage setting pointing to uploads and assign it the cdn url. Then assign that new storage config to the areas you want. Have a backup - if it goes wrong it's a pain...
