Desktop / Tablet / Phone sizes seem to be off - anyway to customise?

The transitions from screen to tablet to phone in the editor seem to be not quite right. For example:

• iPad / Landscape = Desktop toolbar shown
• iPad / Portrait = Phone toolbar shown (too much wasted space - almost 3/4 of the screen)
• iPhone / Portrait = Phone toolbar shown (ok amount of space)
• iPhone / Landscape = Phone toolbar shown (too much wasted space)

Also I'm getting netbook users complaining that they are seeing the phone toolbar and are missing the Insert Image from URL options. So the phone layout is being used way too soon.

Anyone know how to tweak these sizes?
