Calendar events off by 1 day

I thought that I saw this somewhere, but I can't find it.  My calendar events are all off by 1 day on v 4.0.4.  Example, Memorial Day is showing as today May 24th, not tomorrow May 25th.  Has anyone fixed this globally?

I noticed that my ICalendars are off by a day or two, can not remember which one it was.  Though, I have not reported it yet, because I am just learning how to set up icalendars and thought it might be my fault.  I guess I should look into it more and report it.

It's doing it on my 4.0.4 and 4.0.6.1 sites..
