Improved RSS Export with pubsubhubbub or other instant update support

Currently, RSS readers will not automatically pull your most recent RSS feed unless you provide pubsubhubbub (or similar) instant updating/pinging support.

Please consider for 4.0 so our users can have up-to-the-minute RSS data from our forums.
