Currently it seems that previous customers of IPS cannot respond to reviews of their own products via the actual Marketplace pages, which seems like an unnecessary restriction particularly given that product owners can still modify their own files, respond in the support threads, etc.
As mentioned in thread, sometimes the reviews may relate to important issues or queries, which could be resolved or clarified more quickly if the author is notified.
I'm pretty sure that there's virtually no harm done in allowing prior IPS customers this ability. :)
