Non-moderators can't use them?

Yes you can set them to be used by specific groups, but your normal members can use them if you set it up to work with them, by default, it let's everyone use it. These are just common things a moderator would use to warn someone, or give someone a notice or something, without posting an actual post.

Can those colors be easily changed?

For some reason or the other I don't get the same as the screen shot....

In the ipb_styles.css, search for:

You should see the message style, and change from this code here, to fit what you want.

Is this mod a hook, does it work with version 3.1.2?
