[API] Creating new Topic due to external event.

Hi all,

I'd like to know if you can create a new topic in e.g. http://domain.com/ipb/ every time someone performs a certain action (like submit a form) in e.g. http://domain.com/webapp/.
The current IPB API can achieve that?
