Change default app in the admin cp.

I think it would be great to change the default app in the admin cp instead of a file edit.

It's just not possible - chicken and egg scenario. We need to know what the default app is (the application we are loading) before the settings and other caches are loaded, so we need to know this before we've loaded up the ACP settings.
