Forum Rules - Pre sales forum

I think it would be a good idea to add some text to the forum rules displayed in the Pre Sales forum indicating that post moderation is in effect (to ensure accurate information is given), as some members (especially new customers making enquiries) may not notice the splash screen indicating this. :)

I was initially going to suggest a pinned topic but I think adding it to the existing rules displayed would be more prominent.
