Topic/Post Moderation Suggestion

Like in 2.3, it'd look nice if "Topic Moderation" was moved to the left so everything is on one line :)

If you have Multi-Moderation enabled it still wouldn't be on a single line.



But you're right, I think they really need to put all the moderation stuff on one row... looks ugly having that huge bar there...
