root admin as second group

I work for a site that is part of a network. There are network officials and super administrators, both groups we want to have root access. We can only make one of the groups root admin.
My suggestion is that we should be able to make someone's secondary group be the root admin with the full effect as if it was its primary group, except for that it is displayed as a different group.

So you can have two users, each who have different display groups, but both have root admin access.

I agree.

I think the inability to access certain areas of the Admin CP and to receive post reports are bugs rather than us disagreeing with the design. It would save me the job if you reported them to the tracker. :P
