Is it the case that Guests with banned IP addresses can't view the board?

I always thought it worked like putting a member in the Banned group. On our board, Banned members can view the board and the topics.

But to my pleased surprise, putting 74.6.*.* in the ban filter seems to have prevented the odious Yahoo bot from even viewing the board. Those addresses have disappeared from the 'Last click' list and our 'user(s) active' has dropped from 800-100 to less than 500. :D
