In the 2.3.1 download, it is in the 'Tools' folder. :)

In the current download "upgrade" version, there is no tools folder.

Off to download the entire board download then, how fustrating

why would they include it in the upgrade pack?

The tool doesn't need to be ran when you upgrade from 2.3.0 to 2.3.1. (Because it should have been ran when the board was updated to 2.3.0)

So it is only included in the full 2.3.1 download pack.

Having just used this to process over 50,000 posts, (it took an hour, but its still faster then the other ways)
