Hello, my name is Rizwan Aramir and i have a few questions. I want to create a phpBB2 Invision skin and i would like to modify some of your images and i need your permission. Is this possible?

Images used in IP.Board are only licensed for use with an IP.Board installation (this excludes the smilies, which can be used freely).

I think the dude means can he edit the defualt invision skin and graphics?

I guess it could be read a couple of ways, so I'll clarify:

If you want to make a phpBB2 skin *for* IP.Board, that's perfectly fine. An IP.Board GDK is available in the client area to help you.
If you want to make an IP.Board skin *for* phpBB, then I'm afraid that's not permissable.

Look what i want.
I want to make an skin for phpBB but i want to use the forum icons. I mean this http://forums.invisionpower.com/style_images/1/bc_new.gif but i will REMOVE the P (from IPB) and i will add B (that will result IBB) this is possible ?:)

Them images are only licensed with a IP.Board installation, so the answer would be no.
