I was just wondering about the new payment options/plans.

I have a perpetual license currently althoe the support has expired about a year ago, Will I be able to download the latest 2.2 and all future upgrades with this expired perpetual license, or will I have to pay $25/6mo to recieve future uprades.

you shouldnt be affected by the new price change,you will be able to download all future versions just without support and if you want support you will have to pay for that every 6 months

As long as you have a Perpetual license, you are entitled to upgrades for life. You simply do not receive technical support. If you need technical support, you can still purchase this for $30 per year. This will not change with the introduction of the new pricing structure.
