I think that this should be re-thought out. As i stands if you forward a pm to someone else the person forwarding the PM could easily change it and make it look like someone said something they didn't. And there's now way for an admin to check since there isn't a pm log feature, or way to access someone's pm's. The way it works with emails is quite interesting though. It adds the email as an attachment. Maybe you can append the pm to the end somehow without letting the user change it, and make it obvious it is forwarded so it can't be forged.

This has been this way for as long as I can remember, so I dont think it will be something touched until 3.0.

I know the reason for that message but why does it appear inside the quote tags? I think it's better if it's outside the quote tags.
