Hello, is there any feature to ban member and his/her ip?
because he/she can re-register with new email. :(

Yes there is a feature in the Admin Control Panel to ban IP addresses. This does not always work if people are behind a proxy or on dialup that has dynamic ip addresses that change when they reconnect.

Also you should not have posted in here as this is not a feature suggestion. Which this board is dedicated for.

If you have a license you can log into the client center and follow the instructions for upgrading your foum account for access to the IPS Customer forums and be identified as a member. Your forum ID you need to enter would be: 61229
