Go to the AdminCP and try make new template.
Create a new database and try to assign it to a custom template.
After this procedure, create a styles document and try to assign it to your new page.
The .CSS file simply does not load, however, if you use the theme editor and add your custom CSS through it you will get the desired result (For CSS styling) but I believe this is not the desired behavior.
Another important point is related to the created templates mentioned in the previous steps.
After creating a custom template & assigning it to your new page, try to edit it.
The changes simply do not work, but if you edit the global template you will see the changes taking effect.
In other words, the theme is not loading custom templates.

PS: The full template has been edited but the system does not load anything code at the template custom, because the theme load the recod template and anothers of Default template.
