Dev tool: template hook

A button that was added via the following template hook point:

is only visible to other users if it's a free file; paid files remain hidden.

- File author and people who can download the file:

This is due to the canDownload() call. It would be better if this hook point was added before the {{if $file->topic()}} on the view template.
