That is coming from your server itself and is a lot like your check engine light on your car. It says something is wrong but not what or where. As terabyte mentioned, you need to check your server/PHP error logs to find the real error of this.

You can upload the contents of the Ipb folder inside whatever folder/directory that you used to install Ipb and don't forget to select the overwrite method.

As mentioned, please upload all of them. If you are missing one, the chances are you will be missing others
