I tried his site multiple times, his facebook and twitter over the last 3 months and can't get a hold of him. Strange ask but can you help me?

I don’t think there is much IPS can do for you. Their privacy policy would most likely prevent them from sharing any info they have for him. 

You might be better off working with your bank regarding a chargeback if you did not get what you paid for.

I asked in his board for his plans. The post was quickly deleted and not answered.
