See video for what this likely refers to - on a device where the "accept cookie" button has been clicked, the cookie bar still appears for a brief moment on page refreshes and then is hidden.

And here is how it can be reproduced:

1. Enable the cookie bar for guests
2. Clear cookies and go to the site as a guest
3. Cookie bar appears - accept cookies
4. Login
5. Refresh page - all is well.
6. Clear cookies again and go to the site as a guest
7. When the cookie bar appears, do not click either button
8. Login to the site
9. If/when the cookies bar appears, accept cookies
10. Refresh the page - there's your cookie bar briefly.

Tested on Firefox & Chrome on Windows 11.

I have exactly the same persistent problem.

Or just open the site in incognito mode (or anonymous/private/whatever your browser calls it).  Accept the cookies.  Click on a link to browse the site.  Click to accept the cookies again.  Click another link or just refresh.  Cookie bar appears again (at least for me).

This issue has been resolved in the latest 4.7.11.1 release. Please upgrade your site to resolve this, and let us know if you have any further issues
