Mass assign Tags & Prefixes?

Hi, anyone have any advice for mass assigning tags to topics and setting them as prefixes?

For example:
Sub-Forum discussing the topic Red.
Move all topics to a parent forum called 'Colours' and any topic that was in the sub-forum to be tagged as 'Red.'
