Competition with Voting and Submissions - How To?

I'm looking for an addon/application that can manage a contest (with a start/end date) where users can submit a file (in my case, an audio file) or link to a file, and then everyone gets x number of votes to vote for the most popular files. Displaying the top 10 items that were voted on would be nice as well

Or, would something like this be possible in Pages?
