Disable Blocks Per Theme

Hi Guys - I have two versions of the default IPS theme. One shows ads and the other is for subscribers and it doesn't show ads. Do do this I create blocks and don't give the subscribers permission to view the blocks. This work, but still loads the block code on all themes. 

Question: Is there a way to disable blocks per theme? 

I want to show a custom block on the default theme like usual. When I switch to the subscriber theme and delete the block, it deletes it from showing on the default theme as well. Would love to select blocks per theme.

Forget it, I think I found my issue.
