Pay to create a club

Hello,

I know that there is a feature to enable paid clubs where users pay to join a club.

I also know that I can set a recurring membership to upgrade a member to a specific usergroup with permissions to create a club.

What I don't know is if there is a way (even with the help of a 3nd party plugin), where the user will pays a fix recuring amount any time he wants to create a new club.
