Animated Group name

Is there any IPS Cloud Guru's out there or anyone

 

that knows how me (cloud package) can use the group name formating to make the name be animated?

 

i know there is a way to do this by uploading to FTP

but, i don't know about that, and i am pretty sure us cloud users cant do that

 

so a way to do it in acp or file i can buy would be awesome

God, i am hoping that this is not only for non cloud availability 

 

i could have sworn there was a file for this too (exclusively for us Cloud users)??

Maybe not....
