Divide healthcheck page and clear cache

Hello. I want to propose make this checks table

Outside from "Something isn't working correctly" menu

Sometimes I want to just a do checks (and implement extensions for that table from my apps for doing their checks) and see the result. But I didn't want to clear all caches.

Be better, if this healthchecks can work in cli too (and cache clean ups).
