Image at random locations

Hello,

I'm working with another board owner who owns a gaming community. It started as a very World War II themed site. We have an image of Kilroy that we would like to use to pop up at random locations at random times with a link to Kilroy's story.

I'm not exactly sure how I can achieve this. I have played with the idea of "ads" in commerce, but I'm not sure how I can get it to randomly pop for people at random locations. Just looking to get some ideas from the community how I can work this one out.
