Question Topic Validation

On our site we have a Quick Questions forum and as it is the first forum in the list users enter and post everything. Is there any tool of the IPB itself or a plugin that forces the user to post a question in the title?

Exemple: If the user does not post a "?" , the system responds by saying: "It looks like you did not post a question in the topic title, your title does not contain a question mark."
